You will be able to use your character on Xbox with all your DLC gear already earned while playing on PC but you will not be able to do any of the DLC activities that you don't own on Xbox. So you will not be able to do any Forsaken story missions, Last Wish raid, shattered throne dungeon or exotic quests etc on Xbox. WebDLCs do NOT transfer between platforms. It is not a Bungie issue either. Each individual platform expects their share of revenue when selling DLCs. If a DLC is bought on Xbox was able to be transfered to Steam, it screws over Steam from the revenue they expect to make from that same sale. You have to re-buy the DLCs.
